Why do we not feel pain when we cut our hairs?

Inside our body, there are millions of nerves. These nerves helps us to sense our surroundings and feel pain, touch etc.,Generally, the skin below the hair are made up of dead cells. Hence, the nerves present in it has not be able to send messages to brain. As a result, we don't feel pain while cutting our hairs.
